A Peoria, Illinois native, Evan is a member of the Allen County Bar Association. He earned his B.A. in economics from Baylor University in Waco, Texas where he was a member of student government. He received his J.D. from the University of Notre Dame Law School. In law school, Evan was a part of the Notre Dame Law School Tax Clinic, a federally-funded Low Income Taxpayer Clinic (LITC) that represents clients in controversies with the Internal Revenue Service (IRS) and educates individuals about their rights and responsibilities as taxpayers. He interned in the Office of Judge Michael Mihm, a federal district court judge for the Central District of Illinois.
He is admitted to practice before the Indiana state courts and the U.S. District Courts for the Northern and Southern Districts of Indiana.
